Rebecca joined First In as a General Partner in 2026 to help lead the firm’s dedicated later-stage venture strategy, building on First In’s track record of deploying over $100 million into growth companies through SPVs.

Prior to First In, Rebecca was the founder and Managing Partner of Dcode Capital, a venture firm focused on later-stage, commercially successful technology companies with the potential to improve the US government. She launched the fund from Dcode, the venture firm’s related advisory business based in Washington, DC. At Dcode, Rebecca helped build and operate one of the nation’s largest federal go-to-market accelerator programs, which supported more than 270 companies in launching or expanding their federal business, with more than 45 achieving unicorn valuations.

Rebecca spent over a decade at the CIA, primarily focused on counterterrorism operations in Afghanistan, Pakistan, and Lebanon. She also worked for several years with In-Q-Tel, the venture capital arm of the US Intelligence Community, identifying and integrating innovative technology startups into national security missions.

Rebecca earned her B.S. from Tulane University on a full academic scholarship and currently serves as an Investment Committee member for the Tulane Venture Fund.
